The only way to repair a chair properly so it will last, you must completely take the chair apart and clean all the old glue and replace the broken dowels. I have repaired chairs that have been "so called repaired" by injecting glue in the joints. This is only a temporary solution and can be dangerous dependent on the style of the chair.
